The game allows the player to take on the role of a criminal who can roam freely around a big city. Various missions are set for completion, such as bank robberies, assassinations, and other crimes.

The City is split into three levels, or “districts.” The first level, Downtown, is a hub of business activity as well as the site of a large mental institution and university. The second area, the Residential District, contains the city’s prison, a trailer park with an Elvis-themed bar dubbed “Disgracelands”, a shopping mall, and a giant hydroelectric power plant. The third and final area is the Industrial District; it holds a large seaport, a meat packing plant, a Nuclear Power Plant and a Krishna temple.
There are a total of seven criminal gangs in the game: the Zaibatsu, a corrupt corporation, is present in all three areas. The Downtown area is also home to the Loonies, a gang of mentally ill people who have taken over the city asylum, and the Yakuza. In the Residential area, the gangs include SRS Scientists and the Rednecks, who live in a trailer park and drive around in pickups with large Confederate flags. The Industrial area contains the Russian Mafia and the Hare Krishna. Each gang has their own special characteristics, car, and behavior.
The game can be played in two modes (only in the PC version), noon or dusk. On the noon setting the lighting is bright making the game clear to see (also lowering the graphics overhead on low-end hardware because of the fewer lighting effects). On the dusk setting the game is darker, with multiple dynamic lights from explosions and car headlights. The Dreamcast version of the game can only be played in the dusk setting. The PlayStation version of the game can only be played in the noon setting. This feature was expanded further in Grand Theft Auto III where the daylight changes with the time of day in the game

In October 2001 in Liberty City, an ambitious criminal and thief named Claude robs a bank with his girlfriend and accomplice, Catalina. They are shown escaping from the Liberty City Bank along with another male accomplice as well as a getaway driver, Miguel, showing in front of the bank with a Banshee sports car. A gunshot from the alleyway is heard, indicating the male accomplice has been shot. Claude turns the corner only to find Catalina pointing two pistols at him. She tells him that she is ambitious and that he is just “small time” before shooting him and leaving him for dead. Catalina then escapes with Miguel. Although Claude survives the wound, he is arrested and sentenced to 10 years in Liberty prison.
As he is transported in a prison truck over Callahan Bridge, the Colombian Cartel ambushes Claude’s police convoy for a prisoner, inadvertently freeing Claude and a fellow prisoner, 8-Ball, in the process. Suddenly, a dropped bomb on the bridge explodes, killing everyone but the duo and splitting the Callahan Bridge, isolating Portland Island from the rest of the city.
8-Ball leads Claude to a safehouse and introduces him to the Leone mafia crime family; Sex Club 7 owner Luigi Goterelli, Salvatore Leone, the Don of the family, his Capo Toni Cipriani and the Don’s son Joey Leone. During work for the family, Claude finds himself fighting the Colombians, who are being led by Catalina in proliferating a new drug, “SPANK”. Meanwhile, Salvatore’s trophy wife Maria, begins to take a liking to Claude. Salvatore grows suspicious and leads Claude to a death trap, but Maria saves him just in time and they both flee to Staunton Island via boat.
Claude then begins working for the city’s Yakuza and its leader Asuka Kasen, Maria’s close friend who has Claude kill Salvatore and get his revenge. This cuts off all of Claude’s ties with the Leone family and they are now against him. Claude’s work leads him to allying himself with other criminal sources, such as corrupt police detective Ray Machowski, who is investigating SPANK and is an enemy of the Cartel. Claude later saves him from Internal Affairs and the CIA by helping him flee the city and Machowski escapes to Vice City.
Claude also meets charismatic media mogul Donald Love, who maintains a huge media front, but to hide his secret cannibalism and necrophilia. In an effort to start a war between the Yakuza and Cartel, Claude and Love organize the death of Asuka’s brother Kenji Kasen and frame the Cartel. Later, Love asks Claude to rescue a man who was kidnapped by the Cartel in the prison truck in which Claude was in.
While on an errand, Claude finally confronts Catalina face to face, but she eludes death and leaves Miguel to his fate, showing her cruel, violent and opportunistic side. Miguel is confronted by Asuka, who abducts him believing him to have knowledge of her brother’s death. Miguel begs Claude to save him but Claude, remembering his role in the betrayal, leaves him. Shortly after this, Donald disappears from Liberty City under unknown circumstances.
On the side, Claude works for smaller street gangs, like the Diablos and their leader El Burro, Southside Hoods, the Yardies and serial killer/factory owner Marty Chonks. The Yardies leader, the ambitious King Courtney, is responsible for Claude’s falling out with the Diablos and betrays Claude himself after allying himself with the Cartel. This leaves the Southside Hoods to be one of the few allies Claude has.
With the war with the Cartel intensifying, Asuka and Maria learn of Claude’s history with Catalina and get him to fight many Cartel operations head on. Eventually, his exploits attract the attention of Catalina. This results in Maria’s abduction by the Cartel and the death of both Asuka and Miguel, killed by Catalina herself. The Colombian Cartel later demand that Claude is to hand in $500,000 in exchange for Maria’s release. This gives Claude the opportunity to face Catalina once more.
When Claude makes it to the Cartel’s mansion with the money, he confronts Catalina who attempts to have Claude killed on the spot. Although he has his weapons taken away, Claude overpowers his would-be executioners and fights his way to the City’s Dam where Maria and Catalina are. In the resulting final firefight, Catalina attempts to flee in a helicopter and makes a final attempt on Claude’s life. Claude then proceeds to kill off the remaining Cartel members holding Maria. He then finds a discarded rocket launcher and proceeds to shoot down the helicopter, which explodes and effectively kills Catalina. As the game ends, Claude and Maria leave the dam and Maria starts talking to Claude, before starting to complain about the state the kidnapping has left her in, such as the state of her clothes and nails, to the frustration of Claude. In the background, a news report can be heard about the firefight.
After the screen fades to black, a mysterious gunshot is heard, and Maria’s voice is suddenly silenced, leaving it unknown if he killed her.

In Liberty City, Niko Bellic, an Eastern European, arrives to meet his cousin Roman. Niko comes to Liberty City to pursue the American Dream, and to search for the man who betrayed his unit in a fictional war fifteen years prior. After his arrival, however, Niko quickly learns that Roman’s tales of riches and luxury were lies concealing struggles with gambling debts and loansharks.
Niko defends Roman from his loansharks several times, eventually killing Vlad Glebov, Roman’s Russian loanshark, after finding out that he was sleeping with Roman’s girlfriend Mallorie. After Vlad’s murder, Niko and Roman are kidnapped by members of the Liberty City Bratva on order of Mikhail Faustin and his associate, Dimitri Rascalov. Faustin, not bothered by the murder of Vlad, hires Niko to work for him.. Niko quickly learns that Faustin is a psychopath when he orders him to kill the son of Kenny Petrović, the most powerful man in the Liberty City Bratva. Dimitri then orders Niko to assassinate Faustin, under pressure from Petrovic, who is angry about the death of his son, but when Niko meets with Dimitri to collect on the assassination, Dimitri betrays him to his former employer Bulgarin, whom Dimitri had brought with him, who claims that Niko had stolen from him. Niko denies the allegation saying that a cargo ship that he was transporting for Bulgarin sank and that he nearly drowned while swimming to shore. Dimitri’s thugs attempt to kill Niko, but he fights his way out with the help of a friend Niko met while driving a cab for Roman, Little Jacob.
Immediately afterwards, Niko and Roman are forced to escape to Bohan when their apartment and taxi company are destroyed in arson attacks by Dimitri’s men. However, things go poorly in Bohan: one of the drug deals that Niko works on for cocaine addict Elizabeta Torres, turns out to be a sting and another is busted. After the latter incident, Niko’s current girlfriend Michelle, introduced to him by Mallorie, then reveals that she works for a government agency and entraps Niko into working for her agency, known only by its cover: United Liberty Paper. Niko kills several known or suspected terrorists for the agency in exchange for the file of the numerous crimes the police have on him and the promise of assistance in finding the traitor of his unit. Niko also starts working with Packie McReary, an Irish mobster whom he met while working for Elizabeta(who has been incarcerated after the awry drug deals), and meets his three brothers Gerald, Derrick and Gordon, his half-brother Michael, and their only sister, Kate, whom he starts dating. The McReary brothers and Niko eventually perform a large heist on the Bank of Liberty, getting a lot of money. Ray Boccino, a contact of the McReary brothers, and capo of the Pegorino family, also hires Niko to do some jobs for him, including the stealing of some precious diamonds. Eventually, Niko is introduced to Jimmy Pegorino, the ambitious head of the Pegorino family, whom Niko starts helping out with.
With the assistance of United Liberty Paper, Niko eventually tracks down the man responsible for his unit’s betrayal: Darko Brevic; the player chooses Darko’s fate. Having dealt with his past, Niko is summoned by Pegorino again, who demands one final favour after many favours: to help with an extremely lucrative deal on heroin in collusion with Dimitri Rascalov.
The story then features two possible endings depending on the choice made by the player at this point in the game: to strike a Deal with Dimitri or exact Revenge on him. If the player chooses to go through with the Deal, Niko soon finds out that Dimitri took the heroin for himself, which endangers and angers Niko. Kate also becomes disappointed in Niko choosing to deal with Dimitri.Later, Roman calls Niko telling him that he has proposed Mallorie, and she has agreed. At the wedding, an assassin sent by Dimitri kills Roman with a stray bullet as Niko disarms and kills him. A devastated and vengeful Niko later tracks down Dimitri and Pegorino, witnesses the former kill the latter, before chasing and killing Dimitri in the shadow of the Statue of Happiness. Little Jacob rushes over and stares at Dimitri’s body. The two say nothing, and walk away from his body.
After the credits, Niko is still grieving about his cousin’s death, and receives several calls from Brucie and Kate, who are trying to comfort him. Mallorie also calls Niko, and tells him that she is pregnant with Roman’s child, sad that her child won’t have a father.
If the player chooses to extract Revenge, Niko ambushes Dimitri and executes him on the boat Platypus, the boat which brought Niko to Liberty City, ending it where it started. Roman will also inform Niko of his engagement. In the aftermath, Roman’s wedding takes place, but Pegorino, furious after Niko’s betrayal, commits a drive-by shooting outside the church. He targets Niko, but ends up killing Kate, whom Niko had brought with him. Niko, angered about Kate’s death, soon tracks down Pegorino, who has become hated and targeted by the entire underworld of Liberty City, and chases him through Alderney, before killing him in the shadow of the Statue of Happiness, similar to Dimtiri’s death. As Niko stares at Pegorino’s body, Roman and Little Jacob run over to join him. Although Roman tries to talk to him, instead Niko walks away silently.
After the credits, while Niko continues to grieve over Kate’s death, he receives a phone call from Roman, who tells him that Mallorie is pregnant, and if it is a girl, they will call her Kate in memory of Niko’s lost partner.

Nine years after a botched robbery in Ludendorff, North Yankton, that left two of his accomplices dead and forced a third into hiding, former bank robber Michael Townley is living under witness protection with his family in Los Santos, San Andreas, under the alias Michael De Santa. Franklin Clinton, who works as a repo man for a car dealership alongside his best friend Lamar Davis, is asked to reclaim a car from Michael’s twenty-year-old son Jimmy, who is overdue on his loan payment. Correctly deducing that his son is about to become a victim of credit fraud, Michael confronts Franklin and orders him to crash the car through the dealership. Franklin is fired, but he and Michael become friends. When Michael discovers his wife Amanda in bed with her tennis coach, he and Franklin chase the man to a mansion, which Michael destroys out of anger. The mansion’s owner, the Mexican drug lord Martin Madrazo, demands compensation, so Michael and Franklin perform a jewellery shop heist to pay their debt. Michael’s sole surviving partner in the Ludendorff robbery, Trevor Philips, hears of the jewellery heist and realises that Michael’s death was faked and that the heist was his handiwork. The two reunite after Trevor tracks Michael down in Los Santos.
The personal lives of the protagonists begin to spiral out of control. Trevor’s unexpected reappearance triggers reckless and erratic behaviour in Michael, which prompts his family to leave. Michael’s attempts to make something of himself bring him into conflict with Devin Weston, a self-made billionaire venture capitalist and corporate raider who develops a grudge against him and vows revenge. Franklin becomes disturbed by the way Lamar falls under the influence of gangster Harold “Stretch” Joseph, who defected to a rival gang in prison and repeatedly attempts to kill Lamar to prove himself to his new brethren. Trevor’s reckless efforts to consolidate his control over the methamphetamine market in Blaine County see him waging war against the San Andreas chapter of The Lost outlaw motorcycle club, a number of Latin American street gangs, rival meth dealers, government-sponsored mercenaries and Triad kingpin Wei Cheng.
FIB government agents Dave Norton and Steve Haines contact Michael and demand that he perform a series of operations with Franklin and Trevor to undermine a rival agency, the IAA. Under Haines’s direction, they attack an armoured convoy carrying funds intended for the IAA and raid a bank containing the payroll for all of the corrupt police and public officials in Los Santos. Michael and Trevor perform a job for the drug lord Madrazo, and Trevor demands compensation for their efforts. He kidnaps Madrazo’s wife instead, temporarily forcing himself and Michael into hiding. As Haines comes under increasing scrutiny for his methods, he forces them to infiltrate the FIB headquarters and erase any evidence being used against him from their servers. Michael takes the opportunity to wipe any data on his own activities in the process, destroying Haines’s leverage on him. After Trevor returns Madrazo’s wife, the trio start making plans for their most daring feat ever: raiding the Union Depository’s gold bullion reserve.
After returning to Los Santos, Michael makes amends with his family and they start living together again. Trevor, however, discovers that a former Ludendorff heist accomplice was not in prison as he was led to believe, but killed during the heist and buried in the grave marked for Michael. Trevor’s feelings of betrayal cause friction within the group and threaten to undermine their Union Depository plans. When Michael and Norton are caught in a Mexican stand-off between the FIB, IAA and private security firm Merryweather, Trevor aids in their escape, holding that only he has the right to kill Michael. Without having forgiven Michael, Trevor agrees to perform the Union Depository heist as planned and part ways with Michael afterwards. The Union Depository heist is completed successfully.
Two parties approach Franklin separately and demand that he kill Trevor or Michael. Haines and Norton contend that Trevor is a liability, and Weston wants retribution for Michael’s betrayal. Franklin has three choices: kill Michael, kill Trevor or kill neither and face their enemies together. Should Franklin kill either Michael or Trevor, he ceases contact with the survivor and returns to his old life. Should he kill neither, the trio join forces to withstand an onslaught from the FIB and Merryweather before going on to kill Weston, Stretch, Cheng and Haines. With all their enemies disposed, the three cease working together, but remain friends.
